Primary Target : Existing E-9 (non-professional), E-10 (maritime), H-2 (visit employment) visa holders who wish to work in population-declining areas.
Eligibility : E-7-4R visa can be applied for with a legal stay of 2 or more years within 10 years.

- Annual salary of 26 million KRW or more, and a labor contract of 2 years or more must be signed
- Spouse and children invitation possible: E-7-4R visa holders can invite spouses (F-3-3R) and minor children. Spouses can also work in simple labor fields within population-declining areas.
- Higher success rate for visa conversion as it is more favorable for obtaining points than the E-7-4 visa.
- Extension is possible without limit on the number of times if requirements are met
- Can work as skilled workers in various fields such as root industries, agriculture, forestry, livestock, general manufacturing, construction, and transportation.
