Announcement on the Scope of Employment Activity Restrictions for Overseas Koreans (F-4) Visa / Effective from February 2, 2026

Pursuant to Article 18, Paragraph 1 of the Immigration Control Act, Article 23, Paragraph 3 of the Enforcement Decree of the same Act, and Article 27-2 of the Enforcement Rules of the same Act, the specific scope of 'employment activity restrictions for Overseas Koreans (F-4) visa' is designated and announced as follows.

□ Scope of Employment Activity Restrictions for Overseas Koreans (F-4) Visa

1. General Criteria

a. Cases involving simple manual labor (refer to Attachment 1) 

b. Cases involving acts contrary to good morals or other social order 

Employment in gambling business establishments as defined in Article 2, Paragraph 1, Item 1 of the Act on Special Cases concerning the Regulation and Punishment of Gambling Acts, etc., and Article 1-2 of the Enforcement Decree of the same Act

Working as an entertainer in entertainment bars, etc., as defined in Article 36, Paragraph 3 of the Food Sanitation Act and Article 21, Item 8 of the Enforcement Decree of the same Act

Employment in entertainment business establishments contrary to good morals among entertainment businesses as defined in Article 2 of the Act on the Regulation of Entertainment Businesses and Article 2 of the Enforcement Decree of the same Act

c. Other cases deemed necessary to restrict employment to maintain public interest or domestic employment order, etc. (refer to Attachment 2) 

2. Exception Criteria

○ Related to Article 23, Paragraph 3, Item 1 of the Enforcement Decree of the Immigration Control Act 

Overseas Koreans (F-4) who reside in city/county/district designated by the Minister of Justice as targets for regional specialized visa businesses among population decline areas under Article 2, Item 12 of the Special Act on Decentralization of Local Autonomy and Balanced Regional Development, and engage in employment activities under Item 1 a or c within the metropolitan city or province where their residence is located, are not subject to employment activity restrictions (however, Item b is restricted)

□ Review Period

○ The Minister of Justice shall review the validity of this announcement every three years (as of December 31 of every third year) based on January 1, 2023, in accordance with the Regulations on Issuance and Management of Directives, Precedents, etc., and take measures such as improvements

□ Abolition of Other Regulations

○ The Announcement on the Scope of Employment Activity Restrictions for Overseas Koreans (F-4) (Ministry of Justice Announcement No. 2023-187, May 1, 2023) is abolished simultaneously with the implementation of this announcement

□ Effective Date: From February 2, 2026

Simple Manual Workers (Major Category 9)

(1) Movers (92112)

Performs tasks such as packing, loading, unloading, and stacking moving items.

Collects mail from mailboxes in the post office's jurisdiction and delivers mail to be delivered in the jurisdiction to the addresses indicated.

Delivers goods ordered or requested by customers through the logistics delivery system (shipper-terminal-branch-delivery point). Mainly handles multiple inter-city delivery items simultaneously, transporting and delivering them from terminals or branches to the final delivery point using vehicles.

(4) Direct delivery workers (92230)

Directly delivers small goods ordered or requested by customers to the recipient without going through the logistics delivery system (shipper-terminal-branch-delivery point). Mainly handles intra-city deliveries, collecting small goods directly from the order/request location and delivering them.

(5) Food and beverage regular delivery workers (92241)

Regularly delivers food and beverages such as milk, vegetable juice, fermented milk, fruits, etc., according to contract agreements.

(6) Newspaper regular delivery workers (92242)

Affiliated with restaurants, delivers completed dishes to specific locations. Prepares packaging containers or utensils for food delivery, receives payment at the delivery location and gives change, etc., performing additional tasks associated with food delivery.

Cleans or washes industrial facilities and industrial products excluding transportation equipment.

(13) Waste collectors (94142)

Collects household waste, large waste, food waste, sewage, etc., discarded in volume-based bags and transports them to collection points, incinerators, or landfills. Also enforces against illegal dumping.

(14) Street and public place cleaners (94130)

(28) Environmental monitors (99991)

Performs monitoring tasks for natural environment protection. Patrols on foot or by vehicle to monitor and enforce against littering, fishing, water play, wastewater discharge, etc. Reports and refers violators of environmental pollution to relevant agencies. Reports to relevant departments to remove dumped pollutants. Performs other monitoring activities for surrounding environmental protection.
