Foreign workers (E-9, H-2 visa) working in Korea have a way to reduce the burden of premiums for the 'Elderly Long-Term Care Insurance,' which they realistically have difficulty benefiting from.
According to the current Article 7, Paragraph 4 of the Elderly Long-Term Care Insurance Act, foreign workers can be excluded from the scope of long-term care insurance subscribers if they apply. This measure considers the characteristics of foreign workers who are unlikely to stay in Korea until the time when they need pensions due to old age or age-related diseases.
Who can apply? Only 'Workplace Subscribers'
Not all foreigners are eligible. Opt-out applications are possible only for 'workplace subscribers' affiliated with domestic businesses under non-professional employment (E-9) or visit employment (H-2) status. On the other hand, 'regional subscribers' not affiliated with a workplace cannot apply for opt-out, so caution is needed.
Application Method and Precautions
To receive the premium exemption benefit, the employer or worker must directly submit the 'Foreign Worker Long-Term Care Insurance Opt-Out Application Form' to the National Health Insurance Service in charge.
Key Summary
  • Ta    rget: Workplace subscribers among E-9, H-2 residency status holders
  • Ba    sis: Article 7, Paragraph 4 of the Elderly Long-Term Care Insurance Act
  • Pro    cedure: Submit opt-out application form to the National Health Insurance Service
  • Notes: Premiums are automatically imposed if not applied for, so separate application is required
Experts advise, "Foreign workers are unlikely to be beneficiaries of the elderly long-term care insurance, so they need to actively utilize this system to reduce unnecessary expenses."
