Under the Employment Permit System, workers from which countries can enter and work in our country?
As of 2024, the introduction of non-professional workers is underway with 16 countries—Philippines, Thailand, Vietnam, Sri Lanka, Mongolia, Indonesia, Uzbekistan, Pakistan, Cambodia, China, Bangladesh, Nepal, Kyrgyzstan, Myanmar, East Timor, Laos—through Memorandums of Understanding (MOUs) on labor export.
Sending countries are selected as candidates considering factors such as employer preference, transparency of the sending process, workplace departure rate, possibility of guaranteeing the return of foreign workers, and diplomatic and economic influence. On-site investigations of candidate countries assess employment stability and labor export infrastructure in each country, and the final decision is made by the Foreign Workforce Policy Committee.
The Employment Permit System sending countries consist of 17 countries in Asia, as follows.

Mongolia, China, Southeast Asia, East Timor, Myanmar, Vietnam, Indonesia, Laos, Cambodia, Thailand, Philippines, South Asia, Nepal, Bangladesh, Sri Lanka
Pakistan
▶ Central Asia
Uzbekistan, Kyrgyzstan, Tajikistan
Tajikistan was designated as the 17th Employment Permit System sending country in December 2023, with workforce introduction planned from 2025.
