Procedures for Applying for Refund of Employment Training Fees for Foreign Workers
To receive a refund of the employment training fees borne by the user for foreign workers, the following procedures must be followed.
1. Confirm Eligibility for Refund
Training Subjects: Only the costs for employment training conducted for foreign workers holding E-9 visas are eligible for refund.
Training Content: The training must be employment training conducted by training institutions recognized by the Minister of Employment and Labor.
Refund Rate: The refund rate is determined according to the Enforcement Decree of the Employment Insurance Act and varies depending on the type and duration of the training.
2. Prepare Required Documents
Employer Vocational Ability Development Training Cost Application Form: Obtain it from the Employment Center or download and complete it from Worknet (www.work.go.kr).
Copy of Employment Training Completion Certificate: Document proving the foreign worker's completion of the training.
Training Fee Payment Receipt: Document proving payment of the training fees.
Copy of Bank Account: Copy of the bank account statement specifying the account details for the refund.
Other Documents: Additional documents may be required by the Employment Center.
3. Application Methods
In-Person Application: Visit the Vocational Ability Development Division of the jurisdictional Employment Center and submit the application form and related documents.
Mail Application: Send the related documents by mail.
Online Application: Apply online through Worknet (www.work.go.kr). (However, availability may vary depending on the system, so be sure to check.)
4. Review and Refund
The Employment Center reviews the submitted documents and decides on the refund. Once the review is completed, the refund amount is deposited into the applied account.
5. Precautions
Application Period: Must apply within a certain period after training completion. Contact the Employment Center for the exact application period.
Statute of Limitations: According to Article 107 of the Employment Insurance Act, it expires if not exercised within 3 years, so apply within the period.
