What is a Humanitarian Stayee?
A Humanitarian Stayee refers to a person who does not qualify as a refugee but is recognized as needing protection in Korea due to being in a situation where their life or personal freedom is seriously threatened by torture, inhuman treatment, punishment, or similar in their home country.
In simple terms, not a refugee but: not facing persecution severe enough to be recognized as a refugee, but in a situation where life or personal freedom is threatened: placed in a situation where survival in the home country is difficult
Protection in Korea: a person who receives protection by being granted permission to stay for a certain period by the Korean government.
Characteristics of Humanitarian Stayees
Difference from refugees: Refugees are those persecuted for specific reasons such as race, religion, nationality, etc., whereas Humanitarian Stayees include people in a broader range of threatening situations.
Stay period: Stay is permitted for a certain period and may be extended depending on the situation.
Rights: Employment is possible, but rights are more limited compared to recognized refugees. For example, family reunification or social security benefits may be restricted.
Why is the Humanitarian Stay system needed?
Humanitarian aspect: Provides minimal protection to people whose lives are threatened.
International obligations: Fulfills responsibilities for humanitarian issues in the international community.
Coexistence of diverse society members: Contributes to building a multicultural society.
Difficulties faced by Humanitarian Stayees
Uncertain future: Stay period is uncertain, and they are in a situation where they cannot return to their home country.
Limited rights: They have much more restricted rights compared to recognized refugees, making social life difficult.
Social prejudice: They may be exposed to prejudice and discrimination against foreigners.
Efforts to improve the Humanitarian Stay system
Expansion of rights for Humanitarian Stayees: Rights in various fields such as employment, education, and medical care should be expanded.
Support for social integration: Support should be provided to help them settle stably in Korean society.
Strengthening international cooperation: Efforts to resolve refugee issues should be strengthened through cooperation with other countries.
