In principle, the departure of foreigners is free, but it may be suspended if departure requirements are not met, for example, if a departure restriction has been imposed, the passport has been forged or altered, or the passport has expired.
Reasons for restricting the departure of foreigners as stipulated in the Immigration Control Act
1. A person who is under investigation for suspicion of harming the safety or social order of the Republic of Korea or committing other serious crimes
2. A person who has defaulted on taxes or other public charges
3. A person deemed particularly inappropriate to depart for the protection of the interests of the Republic of Korea
