4. Major Updates and Notes for 2026
Change in Name for Overseas Koreans and Permanent Residents: The English name of the existing 'Foreigner Registration Card' has been unified to 'Residence Card', and a new type of card with enhanced anti-forgery features will be issued.
Fingerprint and Facial Information Registration: At the time of initial registration, ten fingerprints (all ten fingers) and facial information must be registered, which serves as the basis for identity verification when using domestic administrative and financial services.
Mobile Verification Service: In addition to the physical card, identity verification is now possible at government offices and banks through a mobile verification service in the form of a 'digital ID'.
