Visa Exemption Agreement

The Visa Issuance Certificate is issued by the Director of the Immigration Office or the Director of the Branch Office upon the request of the inviter to simplify the visa issuance procedures and shorten the issuance period. The head of the overseas diplomatic mission issues the visa based on the Visa Issuance Certificate, and in certain cases, requires obtaining the Visa Issuance Certificate before applying for the visa. In some cases, it is mandatory to submit the Visa Issuance Certificate before applying for a visa at an overseas Republic of Korea consulate.
The following foreigners are eligible to receive the Visa Issuance Certificate.
Nationals of China and non-diplomatic relations countries (Cuba, North Macedonia) who do not fall within the scope of visas that can be issued at the discretion of the head of the overseas diplomatic mission
Individuals subject to the Residency Status of Industrial Training (D-3) (visas are issued based on the Visa Issuance Certificate regardless of the period)
Individuals subject to the following residency statuses of 91 days or more
Culture and Arts (D-1), Study (D-2), General Training (D-4), Reporting (D-5), Religious (D-6), Resident (D-7), Corporate Investment (D-8), Trade Management (D-9), Professor (E-1), Language Instructor (E-2), Research (E-3), Technical Guidance (E-4), Professional Occupation (E-5), Arts Performance (E-6), Specific Occupation (E-7), Visit and Residence (F-1), Accompanying (F-3), Others (G-1)
In the case of nationals of China and non-diplomatic relations countries, visas not delegated to the head of the overseas diplomatic mission must in principle be obtained based on the Visa Issuance Certificate.
