Average wage refers to the total wages of a worker over 3 months divided by the total number of days in that period, and workers' compensation is based on this average wage. However, if the average wage is lower than the regular wage, the regular wage is deemed as the average wage and paid accordingly. If the worker's wage is low and applying the corresponding average wage is inappropriate, the minimum compensation standard amount announced by the Minister of Employment and Labor is used as the average wage of the injured worker to pay for disability compensation, survivors' benefits, and funeral expenses; this is called the minimum standard compensation system. To receive the minimum standard compensation, the Average Wage Special Application Form must be submitted together when filing for disability compensation or survivors' benefits claim.
