A system in which, during shortened operations, the employer enters into an agreement with the labor union to temporarily lay off workers on the condition of future rehire. It is a system often practiced in the United States, where seniority rights are established by occupation, and layoffs are conducted starting from junior employees, while rehiring begins from senior employees. In Korea, there are many cases of layoffs due to corporate mergers, splits, or bankruptcies, but the temporary layoff system conditioned on rehire is rarely implemented.
