A person who does not hold the nationality of the Republic of Korea and provides or intends to provide labor for wages at a business or workplace located in the country. However, this excludes foreigners who have obtained a residence qualification allowing employment activities under Article 18, Paragraph 1 of the Immigration Control Act, as specified by Presidential Decree considering factors such as employment field or residence period.
