What is a Short-Hour Worker such as Part-Time or Casual Worker?

Part-time workers such as casual jobs and part-time positions refer to workers whose working hours are shorter than those of regular full-time workers. For these workers, in workplaces where the number of regular full-time employees is 5 or more—regardless of industry or location such as restaurants, convenience stores, gas stations, offices, companies, etc.—labor laws including the Labor Standards Act apply in the same manner as for regular full-time workers. However, working conditions such as daily regular wages, daily prescribed working hours, monthly and annual leave, etc., are determined based on the proportion calculated relative to the working hours of regular full-time workers engaged in similar duties at the same workplace. However, workers whose prescribed working hours per week are extremely short, averaging less than 15 hours per week over 4 weeks, are excluded from the application of regulations on severance pay, paid weekly holidays, monthly and annual leave.
