This system prohibits employers from paying wages to full-time union officials in principle, but recognizes working hours and pays wages only for tasks with labor management characteristics, such as labor-management negotiations, industrial safety, and grievance handling. It is a system where full-time union officials are exempt from working hours with pay for one year. In other words, instead of prohibiting wage payment from the company side to full-time union officials who only handle union-related tasks unrelated to company work, it recognizes the time spent on activities involving common interests of labor and management as working hours and pays wages. This system has been in effect since July 1, 2010.
