1. Main Obligated Submitters
The obligation to submit a tuberculosis diagnosis certificate primarily applies to nationals of high-risk tuberculosis countries, with some variations depending on the target and timing.
1) At the time of visa application
Target: Nationals of high-risk tuberculosis countries applying for a visa for long-term stay in Korea exceeding 90 days.
Exception: Diplomatic (A-1), Official (A-2), and Agreement (A-3) statuses are excluded.
Reference: For e-visa applicants, submission is required at the time of foreigner registration after entry into Korea.
2) At the time of foreigner registration (Added on Dec. 1, 2022)
Target: Nationals of high-risk tuberculosis countries holding a multiple-entry visa allowing long-term stay, who enter Korea after 6 months from the visa issuance date and intend to register as foreigners.
Reference: This also applies to cases where, after registering as a foreigner with the same multiple-entry visa and then completely departing, they re-enter after 6 months from the complete departure date and intend to register again as foreigners.
3) At the time of residence permission application (extension of stay period, change of status of stay, etc.)
Target 1 (Long-term residents): Among nationals of high-risk tuberculosis countries residing under long-term residence status, those who have not submitted a tuberculosis diagnosis certificate since March 2, 2016, at the time of first extension of stay period, etc.
Target 2 (Re-entry after long-term stay): Registered foreigners from high-risk tuberculosis countries, when applying for extension of stay period, etc., if they have continuously stayed long-term for 6 months or more in a high-risk tuberculosis country within 1 year prior to the application date.
Exception: Not subject to submission if the destination of departure is not a high-risk tuberculosis country. (However, if the destination cannot be confirmed, exemption is possible by proving that the high-risk country was not visited.)
2. High-risk tuberculosis countries
High-risk tuberculosis countries refer to countries with a tuberculosis incidence rate above a certain level per 100,000 population, designated according to guidelines from the Ministry of Justice. (Since the list of countries may change, the most accurate way is to check the latest information on the Hi Korea website or the Foreigners Comprehensive Information Center (1345).)
3. Exemption targets
Children under 6 years of age and pregnant women are exempt from mandatory examination (generally applied).
Holders of Diplomatic (A-1), Official (A-2), and Agreement (A-3) residence statuses.
Cases where a health diagnosis certificate including a tuberculosis test has already been submitted at the time of visa issuance application, such as for spouses of nationals (F-6), etc.
